Ejercicio y autonom\u00eda de los poderes del Estado\u201d, el ministro resalt\u00f3 que, en M\u00e9xico, la creaci\u00f3n de \u00f3rganos constitucionales aut\u00f3nomos contribuy\u00f3 a establecer contrapesos en el sistema constitucional mexicano, para lograr un r\u00e9gimen de equilibrios.<\/p>\n\n\n\n<p>\u00abEn este r\u00e9gimen de equilibrios no solo es el <strong>Poder Legislativo <\/strong>el que debe tener una funci\u00f3n de contrapeso, que \u00e9l ver\u00e1 si renuncia o no a esa funci\u00f3n de contrapeso; el <strong>Poder Judicial<\/strong>, que nunca puede ni debe renunciar a su funci\u00f3n de contrapeso. Y los \u00f3rganos constitucionales aut\u00f3nomos, que van a servir de contrapesos\u00bb, manifest\u00f3 el ministro en la <strong>Feria Internacional del Libro <\/strong>(FIL) en Guadalajara.<\/p>\n\n\n\n<p>Asever\u00f3 que instituciones como la Comisi\u00f3n Federal de Competencia Econ\u00f3mica (Cofece), el Instituto Federal de Telecomunicaciones (IFT). As\u00ed como el <strong>Instituto Nacional de Transparencia<\/strong>, Acceso a la Informaci\u00f3n y Protecci\u00f3n de Datos Personales (INAI) requieren fortaleza para tener autonom\u00eda frente a los sujetos regulados; es decir, frente a los poderes f\u00e1cticos. Indic\u00f3 que una sociedad que olvida de su historia est\u00e1 condenada a cometer los mismos errores.<\/p>\n\n\n\n<p>En su intervenci\u00f3n,<strong> Carlos Ovidio Pareto,<\/strong> titular de una Comisi\u00f3n de Derecho Penal en el Instituto Superior de Seguridad P\u00fablica, Experiencia laboral, enfatiz\u00f3 la relevancia de la independencia del Poder Judicial y mencion\u00f3 algunos requisitos para que los pa\u00edses puedan alcanzarla.<\/p>\n\n\n\n<p>Calific\u00f3 como fundamental que los juzgadores, sean capaces de distinguir cu\u00e1ndo un tema, por m\u00e1s pol\u00edtico que sea, afecta un derecho particular o colectivo y es merecedor de ser tratado por el Poder Judicial.
