{"id":35736,"date":"2026-06-16T05:28:51","date_gmt":"2026-06-16T05:28:51","guid":{"rendered":"https:\/\/expresorgv.online\/home\/?p=35736"},"modified":"2026-06-16T05:28:52","modified_gmt":"2026-06-16T05:28:52","slug":"cidh-exige-acciones-contra-reclutamiento-infantil","status":"publish","type":"post","link":"https:\/\/expresorgv.online\/home\/blog\/2026\/06\/16\/cidh-exige-acciones-contra-reclutamiento-infantil\/","title":{"rendered":"CIDH exige acciones contra reclutamiento infantil"},"content":{"rendered":"\n<p>La <strong>Comisi\u00f3n Interamericana de Derechos Humanos<\/strong> (CIDH) advirti\u00f3 sobre la <strong>urgencia de reforzar acciones<\/strong>&nbsp;para prevenir el reclutamiento forzado de ni\u00f1as, ni\u00f1os y adolescentes por parte del crimen organizado en las Am\u00e9ricas.<\/p>\n\n\n\n<p>El organismo consider\u00f3 que se trata de una problem\u00e1tica extendida, en expansi\u00f3n y <strong>con impactos diferenciados<\/strong> en la regi\u00f3n.<\/p>\n\n\n\n<p>En el comunicado emitido en Washington con motivo del D\u00eda de la Ni\u00f1ez y Adolescencia de las Am\u00e9ricas, la Comisi\u00f3n Interamericana de Derechos Humanos hizo un llamado a los Estados del hemisferio a <strong>adoptar medidas integrales de protecci\u00f3n.<\/strong><\/p>\n\n\n\n<p>La Comisi\u00f3n subray\u00f3 que este fen\u00f3meno <strong>constituye una violaci\u00f3n grave<\/strong> a los derechos humanos y exige respuestas coordinadas entre gobiernos, sistemas de justicia y pol\u00edticas de protecci\u00f3n social.<\/p>\n\n\n\n<p>La CIDH se\u00f1al\u00f3 que el reclutamiento de menores ocurre con mayor frecuencia en <strong>contextos de pobreza, desigualdad<\/strong> y exclusi\u00f3n social.<\/p>\n\n\n\n<p>Asimismo, advirti\u00f3 que su alcance podr\u00eda ser mayor al registrado oficialmente debido al subregistro, <strong>el miedo a represalias y las dificultades<\/strong> para denunciar en territorios controlados por organizaciones criminales.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Las v\u00edctimas suelen ser captadas entre los 13 y 15 a\u00f1os, pero, en algunos casos, ello ocurre a\u00fan a edades m\u00e1s tempranas.<\/p>\n<\/blockquote>\n\n\n\n<p>La Comisi\u00f3n tambi\u00e9n detall\u00f3 que los primeros acercamientos suelen estar vinculados a tareas de vigilancia, <strong>mensajer\u00eda o transporte de bienes il\u00edcitos<\/strong>, para luego escalar hacia actividades de mayor riesgo como extorsi\u00f3n, explotaci\u00f3n sexual o sicariato.<\/p>\n\n\n\n<p>Asimismo, el organismo internacional alert\u00f3 <strong>sobre nuevas modalidades de captaci\u00f3n<\/strong> a trav\u00e9s de entornos digitales.<\/p>\n\n\n\n<p>Durante una audiencia en el marco de su 194\u00b0 per\u00edodo de sesiones, la CIDH recibi\u00f3 informaci\u00f3n sobre <strong>el uso de redes sociales, videojuegos<\/strong> y plataformas digitales para atraer a menores hacia estructuras delictivas.<\/p>\n\n\n\n<p>El informe tambi\u00e9n destac\u00f3 que ni\u00f1as, ni\u00f1os y <strong>adolescentes ind\u00edgenas, afrodescendientes, migrantes<\/strong> y quienes viven en zonas con presencia del crimen organizado enfrentan mayores niveles de vulnerabilidad, mientras que en el caso de las ni\u00f1as se suman riesgos de violencia basada en g\u00e9nero.<\/p>\n\n\n\n<p>En ese contexto, la CIDH record\u00f3 que, conforme al derecho internacional, las <strong>personas menores de edad reclutadas<\/strong> por grupos criminales deben ser reconocidas como v\u00edctimas y recibir protecci\u00f3n integral.<\/p>\n\n\n\n<p>Adem\u00e1s, reiter\u00f3 su exhorto a los Estados para tipificar de manera aut\u00f3noma el <strong>delito de reclutamiento forzado infantil<\/strong> y fortalecer los mecanismos de prevenci\u00f3n, investigaci\u00f3n y sanci\u00f3n.<\/p>\n\n\n\n<p>Finalmente, la Comisi\u00f3n insisti\u00f3 en la necesidad de reforzar los sistemas de protecci\u00f3n y garantizar procesos de recuperaci\u00f3n y <strong>reintegraci\u00f3n de las v\u00edctimas.<\/strong><\/p>\n\n\n\n<p>Adem\u00e1s, consider\u00f3 que el fen\u00f3meno del reclutamiento infantil representa uno de <strong>los desaf\u00edos m\u00e1s urgentes<\/strong> en materia de derechos humanos en la regi\u00f3n.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Comisi\u00f3n Interamericana de Derechos Humanos (CIDH) advirti\u00f3 sobre la urgencia de reforzar acciones&nbsp;para prevenir el reclutamiento forzado de ni\u00f1as, ni\u00f1os y adolescentes por parte del crimen organizado en las Am\u00e9ricas.
