17 abstenciones del PAN, MC y PRD, el pleno de la&nbsp;C\u00e1mara de Diputados aprob\u00f3 un dictamen&nbsp;que expide la nueva Ley General de Operaciones de los Registros Civiles, que otorga a la Secretar\u00eda de Gobernaci\u00f3n el control y protecci\u00f3n la Base de Datos Nacional del Registro Civil, incluidos los datos biom\u00e9tricos.<\/p>\n\n\n\n<p>La oposici\u00f3n advirti\u00f3 que con la nueva ley -que a\u00fan se turn\u00f3 al Senado para su discusi\u00f3n y votaci\u00f3n- se vulneran los derechos a la identidad y le otorga el control jur\u00eddico de \u00e9stos al Ejecutivo Federal, y se establece el uso de un formato \u00fanico en materia de registro de poblaci\u00f3n, mediante datos personales sensibles, incluyendo datos biom\u00e9tricos.<\/p>\n\n\n\n<p>Sin embargo, de&nbsp;<strong>Morena,<\/strong>&nbsp;Julio C\u00e9sar Moreno, rechaz\u00f3 las acusaciones y argument\u00f3 que con la propuesta s\u00f3lo se busca que \u201cs\u00f3lo el gobierno federal tenga los&nbsp;datos biom\u00e9tricos para homologar&nbsp;los registros civiles, y no como sucede actualmente, que cada entidad tiene sus registros civiles y sus propios mecanismos\u201d.<\/p>\n\n\n\n<p>No obstante, la panista Mar\u00eda Elena P\u00e9rez Jaen, quien present\u00f3 una moci\u00f3n suspensiva que fue rechazada, alert\u00f3 que, adem\u00e1s de que no hubo di\u00e1logo, se trata de un riesgo para la vulneraci\u00f3n de los datos de los ciudadanos, por lo que conmin\u00f3 a los legisladores a \u201crevisar nuevamente el dictamen\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u00bfQu\u00e9 dice el dictamen sobre los datos biom\u00e9tricos?<\/h2>\n\n\n\n<p>El&nbsp;<strong>dictamen<\/strong>&nbsp;plantea la creaci\u00f3n del Consejo Nacional del Registro Civil, a cargo de la&nbsp;Segob, como el \u00f3rgano de coordinaci\u00f3n interinstitucional para la armonizaci\u00f3n y homologaci\u00f3n de la organizaci\u00f3n, el funcionamiento y los procedimientos de los Registros Civiles en el pa\u00eds.<\/p>\n\n\n\n<p>El dictamen no define cu\u00e1les ser\u00edan utilizados por la Segob y se plantea que ser\u00e1 el Sistema Nacional de Registro e Identidad quien administrar\u00e1 su vinculaci\u00f3n.<\/p>\n\n\n\n<p>El tambi\u00e9n&nbsp;<strong>diputado de Morena&nbsp;<\/strong>Pablo Am\u00edlcar Sandoval propuso una reserva, que fue aprobada, para establecer que \u201cse incluyan medidas de seguridad de car\u00e1cter administrativo, f\u00edsico y t\u00e9cnico para la&nbsp;protecci\u00f3n de datos personales, especialmente los biom\u00e9tricos, a fin de evitar su da\u00f1o, p\u00e9rdida, alteraci\u00f3n, destrucci\u00f3n, uso, acceso o tratamiento no autorizado\u201d.<\/p>\n\n\n\n<p>Sin embargo, la fracci\u00f3n de MC, a trav\u00e9s del diputado Braulio L\u00f3pez, critic\u00f3 que con la aprobaci\u00f3n de este dictamen se corren riesgos para los datos personales, y que \u201cel uso de datos biom\u00e9tricos no se encuentra justificado y no garantiza la protecci\u00f3n de los datos de la ciudadan\u00eda, porque no se se\u00f1ala cu\u00e1les de ellos ser\u00e1n
